Executive Director
Coleen LaCosta began her career in victim advocacy 25 years ago while working for the State Attorneys office. That experience put her on the path of transition where she began seeking justice for child victims. A fire was ignited, and that flame morphed into a lifetime of determined, vocal advocacy for our most vulnerable. In all she does, LaCosta aims to break the cycle of abuse and neglect in our community.
As the Executive Director for Speak Up for Kids of Palm Beach County, she works diligently to support local Guardian ad Litem child advocacy volunteers in the quest to herald the child’s best interest. Embracing Ralph Waldo Emerson’s quote:
“What lies behind us and what lies before us are tiny matters compared to what lies within us”,
LaCosta takes on each day with devotion and intensity, leading by example, and lighting the path for others who passionately defend the defenseless.
Ultimately, her heart’s desire is to make better the life of each young victim of maltreatment; see pain replaced by kindness, sadness overcome by happiness, and silence eradicated by voices united to Speak Up.

Scott Penney’s path to advocacy is paved with heart and was born out of his dedication to being a person of service, integrity, and character. For over two decades, Scott has worked for the 15th Judicial Circuit - Office of the Public Defender, supporting the Constitutional right, in criminal cases, for the appointment of legal representation for the indigent. He began his career as an investigator, working his way to Chief Investigator. Today, he serves as Director of Operations for the Office of the Public Defender.

He was initially introduced to the Guardian ad Litem model of child advocacy in 2007, when current Director of Operations at Statewide Guardian ad Litem Program and former 15th Judicial District Circuit Director, Kristen Solomon, interned for him prior to her attending law school. He never imagined how the seeds planted during those conversations would take root, set him on his own child advocacy journey, and guide him to support Speak Up for Kids by organizing more than a decade of annual toy drives, serving, for three years, as a board member, and now steering the strategic direction as President of the Board of Directors.
